"The date for the meeting of the commissions on border delimitation will be announced once agreed upon, but for now, there is no agreement on a specific date for the session."

Armenia's Prime Minister Nikol Pashinyan stated during a press conference on January 31:

According to "News.am," Pashinyan said that everything will be as outlined in the commission's regulations, and this document has already been published.

"We are ready, and I must clearly state that in 2024, the delimitation process has taken on a significantly concrete character. We have our first intergovernmental document with Azerbaijan. Both countries have approved this document, and it is of fundamental importance. An agreement has already been reached that soon, the commissions and parties will meet to demarcate the Armenia-Azerbaijan border from the Georgian border to the Iranian border," Pashinyan said.

The Prime Minister added that there are no new issues regarding the peace agreement, and 15 out of the 17 points of the draft have been agreed upon.

"There are two points that have not been agreed upon, and Armenia has presented its solutions for both. One of them concerns the non-deployment of third-country forces along the border. We propose that this principle be applied only to the demarcated sections of the border.

Additionally, there is the issue of withdrawing legal disputes from international instances. Under certain conditions, this could be acceptable to us, meaning we are not only withdrawing from international instances but also renouncing these disputes altogether. Otherwise, a situation may arise where we withdraw from an issue, and Azerbaijan may renounce its claims, meaning we agree not to take these matters to international instances. However, at a later stage, Azerbaijan could bring these issues onto the bilateral agenda, and escalation could occur around them. In this case, we would have already closed the possibility of managing the escalation risk for ourselves and using international platforms," said the Prime Minister of Armenia.

On December 12 of last year, Azerbaijan's Foreign Minister Jeyhun Bayramov also stated that the 17 articles of the peace agreement draft with Armenia had been fully agreed upon, and work continued on the remaining two unresolved points. The minister added that several rounds of negotiations had already been held, and text exchanges had been carried out:

"Thus far, it has not been possible to reach a fully agreed version. In the post-conflict period, Azerbaijan and Armenia have continued peace negotiations and text exchanges. Negotiations on the normalization process between Azerbaijan and Armenia have continued. At the same time, numerous meetings on the peace agreement have been held, and text exchanges have also continued. Despite the remaining open questions, notable progress has been made here."

Jeyhun Bayramov noted that there are territorial claims against Azerbaijan in Armenia's Constitution:

"Recently, the decision of the Constitutional Court of Armenia has further complicated this issue. This is because, in the preamble of Armenia's Constitution, there is a reference to a document after Armenia gained independence, and this document contains territorial claims against Azerbaijan."

Nikol Pashinyan addressed the issue of changing the Constitution during his press conference today. The Armenian Prime Minister stated that nothing will change:

"The Constitutional Court of Armenia has confirmed that there are no territorial claims against Azerbaijan in our Constitution," Pashinyan stated.
